Random draw, too.
Typically they do have a "native" gender that they identify with (at least according to the Races of Eberron book and my likely faulty memory) but they can change their actual gender at will. I think the exception to this is if the're pregnant.

Unbuckled
It wasn't fair.
"Surely that's not your husband?"
Ricardo Murcielago threw an exasperated look at the woman clutching sheets around herself.
"'Off to Mnar,' you said. 'Secret mission,' you said."
She just shook her head. Ricardo tried to remember how far down the street was below the window on this side of the mansion. Possibly too far to jump. He was still considering when the door burst open and a pair of watchmen faced him.
"Lord Xian?"
Ricardo frowned.
"Do I LOOK like a Lord Xian?"
To his surprise, Lady Xian pointed and snarled, "Yes, that's my husband! Take him away!"
"Hubba hubba wha?"

It just wasn't fair. THEY were supposed to be scamming HER. Ricardo shook his head in disbelief of the treachery of some people, refusing to be taken in by a perfectly good con. He didn't waste his breath in discussion, though; the jump through the window had given him a headstart, but these guardsmen were being well-paid to pursue him, that was obvious.

Across the street, Grey exchanged bemused looks with Carlotta as Ricardo toppled from the window, in his sword-belt and one boot and nothing else.
"Where is he... that's not the plan!"
More became clear as the guardsmen burst out of the front door moments later.
"I'll run interference for your brother," Grey told her, taking on Ricardo's voice and rapidly discarding clothing. By the time the last stitch hit the floor, Carlotta found herself face-to-face with her brother in all his naked glory. "It's on you to salvage something from this mess!"
And with that, the false Ricardo burst from the alley to scamper off in the opposite direction to that taken by the original, sowing confusion and chaos into the pursuit...
