Is there a maximum level each structure can have, or can it go on infinitely? I'm trying to decide if I should make a really huge capitol or make colonies, now that I have a palace.
Go for colonies. I would get a colony on Marble, Crystal, Sulphur, Wine (in that order if possible).
There used to be a maximum, as a level 19 warehouse was impossible to build. The amount of goods needed to build it was more than the level 18 warehouse could possibly hold. I think that's fixed now.
Eventually, buildings may take months or years for your civilization to build. So in that sense (ie, the game isn't likely to be around for another 30 years), there is a theoretical maximum.
So, should I stop doing anything until I have enough resources to get a colony? Right now I'm off about 10,000 gold and 1000 wood. I've got all my resources put into getting more gold and wood.
So, at what point is it cool to upgrade your trading port. Having it take 30 minutes to load up a ship is pretty tiring. I've got a level 5 wall, a few phalanxes, 3 ram ships and 3 ballista ships... I think I'm in decent shape and can upgrade right?
