    No, per capita for China includes the huge number of people living in third world sustenance conditions in much of China. Tons of CO2 per unit GDP is more interesting, but still failing to tell the whole story. Regardless of the metric you prefer to tell your story, if CO2 emissions are bad, China is the worst at it. I'm always impressed by the willingness to forgive some major producers of CO2 because its politic to do so. Always strikes me as failing to live up to the climate change is bad mantra when it only applies to the US and Europe.

    I wasn't a pro-Chinese drum I thought you were banging. It was the forgiveness extended to China because they aren't the US or European. If you project out, China is rapidly approaching US levels of per capita emission. They're at the bottom of per GDP emission -- note that, one of the fastest growing economy in the world has massive pollution per unit of that economy. The trends for both show that China isn't a bastion of clean energy -- their amount of clean energy looks impressive if you take it at the total generation levels, but that's the same mistake you're saying looking at total pollution numbers makes. The fraction of their energy generation that is clean is pitiable if you remove hydro, which is the vast bulk of it and comes at the expense of China building dams and destroying landscape at an impressive rate. Hydro is a limited cap due to geography, and, while China has a lot of suitable geography (like Quebec), it's running out of the useful builds. The 20% of generation by 2030 is a number sold for consumption, not for actualization.
